This document carries the design and the narrative. The numbers behind it live on the financial pages of this site and in the Excel model: the development and construction budgets, sources & uses, the funding gap and strategy, NIIF underwriting, the 10-year pro forma and the stress tests.

The preliminary schedule on page 42 dates from the January 2026 submission. The current timeline — BDC board in Q4 2026, LDA and permits through 2027, construction starting July 2027 — is on Risks, requests & next steps. Both reach stabilization in 2029.
